Meeting Called to Order

 

President Julie Grothues called the meeting to order at 7:02 pm.  Melissa Scott was designated as Parliamentarian.  Hugo DuBois was appointed as Sergeant at Arms.  The agenda was adopted as the Orders of the Day. There were no objections.

 

   Homeowner Forum

 

The association began the homeowners forum by introducing Sgt. Richard Wilson of HPD, he has taken over the coordination of the off duty patrols in the area after the retirement of Sgt. Corley. Sgt. Wilson introduced himself and started by stating he had hired two new young officers that know the area very well and were also a part of the DRT (Differential Response Team.) This team can help take care of the issues in the community such as high grass, un-kept homes, dangerous vehicles etc. Sgt. Wilson went on to say he looks forward to working with everyone in his new position. He has been working the area for a long time under Sgt. Corley. Wilson then thanked everyone and answered a few homeowners’ security questions. The floor was then opened for any homeowner’s questions or concerns.

 

A homeowner expressed their concern for the number of fire hydrants that are not currently working in Sections 1 & 2. They went on to say there were currently only 5 working hydrants in that area (due to recent work by the city.) Grothues stated that the newly placed hydrants should be working soon and then there will be a lot more hydrants at their disposal.

 

Another homeowner mentioned swarms of bees in the area of Deep Forest and Victory and that some have gotten into the walls of  their home. Grothues asked that they let her know exactly where they had seen the bees.  She also noted that if they are in the walls of their home, they need to call a pest control company to have them removed before they cause damage.

 

Another group of homeowners asked why their recycling had not been picked up. Grothues asked them to call the city (311) and report it so they can get a truck back out there.  She also said that she would call 311 as well.

 

Another homeowner asked about the mowing on the golf course. Grothues explained this was done by Near Northwest Management and they have a schedule to get the mowing done. It was noted that the management district had hired a new contractor since the old one was doing a bad job.

 

Another homeowner asked about a dead tree that was removed on the Leaning Oak/Par Four cul-de-sac island and if there were any plans to do any landscaping there. Grothues said that once the city is done with their construction work another tree can be planted.  She also noted that the city generally does come in an put sod down where they have worked.

 

Another homeowner asked when the new flood maps would be issued. Grothues noted that the Harris County Flood Control District (HCFCD) recently moved to the next step in the map approval process.  On July 31st, FEMA issued the flood maps with the  technical corrections to the TSARP maps first issued in June of 2007.  FEMA previously told HCFCD that technical corrections had to be made to the White Oak Bayou maps for areas south of Inwood Forest before they could submit conditional letters of maps revison (CLOMR) and then letters of map revision (LOMR) for  the work done on Vogel Creek and other areas.  There is a 90 day comment period for the new maps and then the city and county will be given 6 months to pass any ordinances that may be required regarding the changes in the maps.  Once the 90 day comment period has passed, HCFCD will be able to submit the CLOMR and then LOMR for Vogel Creek to FEMA.  After the letters are approved by FEMA, the flood maps for the east side of IF will be revised.

 

Approval of Minutes

Du Bois moved to accept, as presented, the minutes from the July 11, 2012 general session and executive session meetings.   Curry seconded the motion.  Du Bois & Curry voted in favor.  Martin abstained since they were not present at the July meeting.  Motion carried.

 

    Financial Reports

 

Martin reported that IFCIA took in a little less in collections in the month of July than in previous months,  but that it had received some large payments at the first of August and that IFCIA is making significant progress with the help of Hoover Slovachek. Grothues stated the 2011 audit was almost complete.

Management Reports

 

  1. Properties and Facilities Committee Report

 

Grothues reported that 9 dead trees have been removed from the park area and that some of them were very large trees. One of the large trees had a bee’s nest in it that had to be removed before the tree could be cut down. The chain link fence along Vogel Creek that was damaged has been fixed. Grothues also noted that the community pool will stay open through August 19th and then will go to weekends only until Labor Day when it will close for the season.

 

B. Deed Restrictions Committee Report

 

Scott reported that 380 violation letters were sent out and 221 violations were cured this month.  She noted that a lot of the violations were for mowing and edging yards as well as heavy trash being dumped on the flood lots.

 

  1. ACC Committee Report

 

Grothues reported that there are two outstanding ACC requests and that one was for fencing.

 

  1. Security Committee Report

 

Du Bois stated that there have been 2 burglary suspects arrested this month because of a helpful homeowner. He also stated that if anyone is interested, they could go to the association web site and check out the spot crime link.

 

  1. Communication Committee Report

 

Du Bois reported that there are 304 people registered on IFCIA’s email blast list. DuBois also stated that if you were interested in getting on this list you can register on the association web site.

 

  1.  Resident Relations Committee Report

 

The yards of the month for June were 5615 Council Grove Ct on the East side and 5906 Bent Bough on the West side.

                                   Deed Restriction Amendment

 

Curry reported that they had their first meeting to try and develop community wide standards. They will have another meeting soon and are hoping to present something for the Board to review in September.

 

ACC Policies and Procedures

 

Grothues noted that she has not had an opportunity to prepare a draft for comments and will try again next month.

The Board moved to Executive Session at 8:00 pm.

 

The Board reconvened to the General Session at 8:22 pm.

 

There were no homeowners present.  There was one item to be voted on.

 

Deed Restriction Violations to Legal

 

Martin moved to send certified demand letters to the 3 homeowners listed in her August 5, 2012 email to the Board for deed restriction violations, and previously discussed in executive session. Du Bois seconded.  The motion was passed unanimously.

 

Collections to Legal

 

Martin moved to send certified demand letters to 3 homeowners listed in her August 5, 2012 email to the Board for collections as previously discussed in executive session. Du Bois seconded.  The motion was passed unanimously.

Martin moved to send this address previously discussed in executive session to Hoover Solvachek to proceed on collections. Du Bois seconded.  The motion was passed unanimously.

 

Adjournment

 

With no further business to come before the Board, the meeting was formally adjourned at 8:25 pm on a motion by Martin, seconded by Curry and unanimously carried.
