Meeting Called to Order

 

Grothues called the meeting to order at 7:08 pm. Bryan Pierce of Genesis was designated as Parliamentarian. First Vice President Hugo Du Bois was appointed as Sergeant at Arms. The agenda was adopted as the Orders of the Day, there were no objections.

 

 

Homeowners Forum

 

A homeowner had a question concerning closing Streamside off to thru traffic at W. Gulf Bank. The Board informed the owner that there had been discussion of closing Streamside off when Vogel Creek was expanded, but that idea was tabled when the golf course was sold to Inwood Forest Partners. There is also an access issue since the only way in or out of that section of Inwood Forest east of the Long Creek bridge would be by the Long Creek bridge if Streamside were closed off. A representative from Councilwoman Helena Brown’s office was in attendance. He said he will look into the issue and contact the Board.

 

 

A homeowner asked about the tree debris on the west part of the golf course and landscaping on one of the cul de sac islands on Par Four Dr. She also asked the Board about the coyote issue within the neighborhood. One of her cats was killed by a coyote. Her house is on the former golf course property. Grothues asked the homeowner to let her know what she’d like to see planted on the cul de sac island on Par Four at Leaning Oak. It was noted that homeowners should not leave pet food out that will attract coyotes. She also said that the the Board will send another email blast reminding homeowners of the issue.

 

Another homeowner asked about the tree debris on the west part of the former golf course property. The homeowner noted that some of it was left by utility company crews. Grothues stated that there had been an issue behind some homes on Green Terrace earlier this year. Last November, Centerpoint hired a contractor to cut down trees near power lines behind houses on that street. She noted that in March, IFCIA found out from Centerpoint that if a live tree is a danger to the power lines, the contractor will take down the tree and haul it off. If the tree is dead, then they will take it down, but it is the homeowner’s responsibility to remove the debris. Centerpoint is supposed to leave a flyer explaining the work to be done and what the homeowner is responsible for. Grothues noted that on Green Terrace, they were able to get the contractor to move at least some of the debris to the curb for heavy trash pick up. IFCIA will follow up on this.

 

A homeowner asked about a tree on the vacant lot at 5418 Arncliffe. The homeowner said he called Harris County, but was told it was the Association’s lot. Grothues informed the owner that the Association did not own any lots within Inwood Forest and that the property was most likely owned by the Harris County Flood Control District. Grothues noted that IFCIA does not own any residential lots in IF. The owner asked about the construction on the lot at 5518 Arncliffe. Grothues noted that the owner had a permit from the City of Houston, but that the proposed home did not have the minimum square footage required per the deed restrictions nor did it have ACC approval. The city was informed of the square footage issue and issued a stop order on the project.

 

 

Approval of Minutes

The Board reviewed the minutes. Du Bois and DeRousse were not at the May monthly meeting, therefore, the May minutes could not be voted on. Grothues stated that the vote to approve the May minutes would be postponed until the next meeting when the May board meeting attendees are present.

Financial Reports

 

Martin was not in attendance. Grothues reported that approximately 3 payment plan requests were made after the last round of certified demand letters were sent to homeowners with past due accounts above a certain threshold.

 

Management Reports

 

  1. Properties and Facilities Committee Report

 

Grothues reported that the pool was open for weekends only for Memorial Day weekend and the first weekend in June. The pool opened for the regular summer season on Friday, June 5. To date, 270 tags issued for those 12 years old and older. Grothues noted that residents can still register for the pool. It was also noted that water aerobics has started. The sessions are held on Tuesday and Thursday mornings and two Saturday mornings of each month.

 

 

B. Deed Restrictions Committee Report

 

Pierce reported that there were 449 violations per the June inspection and that 272 violations had been cured. He noted that the higher number of violations is due to the number of yards that either need to be mowed or had bare spots. Curry brought to Pierce’s attention that there was a violation on the report that was cured prior to the June inspection.

 

  1. ACC Committee Report

 

     Curry reported that all requests submitted were approved and that two new ACC requests had been submitted.

 

  1. Security Committee Report

 

Du Bois reported that May was a quiet month and that the number of burglaries have remained low. He told those in attendance to consider installing an alarm on their home. Du Bois also gave homeowners security tips for safeguarding their home: leave a light(s) on, leave a radio or TV on, park your car(s) in your garage, install outdoor lights with motion detectors.

 

  1. Communication Committee Report

 

Du Bois will be sending an email blast to those on the email list with tips for safeguarding their homes.

Martin was not in attendance.

 

Old Business

Grothues had nothing to report at this time.

 

 

New Business

 

  1. Deed Restriction Violations to Legal

 

The Board will discuss deed restriction violations that have been recommended to be sent to legal in Executive Session.

 

  1. Collections to Legal

 

The Board will discuss past due accounts that have been recommended to be sent to legal in Executive Session.

 

 

The Board moved to Executive Session at 7:38 pm.

 

 

The Board reconvened to the General Session at 8:10 pm.

 

 

 

 

 

Deed Restriction to Legal

 

Du Bois moved to send certified deed restriction letters to 9 of the 10 addresses listed in Grothues’ email to the board dated June 10, 2013. The exclusion was 43xx Birchcroft. Gillian Thomas of Genesis noted that the description was incorrect and the correct address had been sent to legal in May. DeRousse seconded the motion. Du Bois and DeRousse voted in favor, Curry was opposed. Motion carried.

 

 

Collections to Legal

 

Du Bois moved to send certified collections letters to the 5 accounts listed in Martin’s email to the board dated June 9, 2013. DeRousse seconded. Du Bois and DeRousse voted in favor, Curry abstained. The motion carried.

 

Adjournment

 

With no further business to come before the Board, the meeting was formally adjourned at 8:20 pm on a motion by DuBois, seconded by Curry and unanimously carried.

 

Next Regular Board Meeting

 

The next Board meeting is scheduled for July 10, 2013.
