Meeting Called to Order

 

President Julie Grothues called the meeting to order at 7:00 PM on March 14, 2012. Bryan Pierce was designated as Parliamentarian.   Hugo Du Bois was appointed as Sergeant at Arms.  The agenda was adopted as the Orders of the Day. There were no objections.

 

Guest Speaker

 

 

April Tone from the Dispute Resolution Center (DRC) gave a short talk on the services offered by the DRC and passed out pamphlets that outlines these services.  She noted that these services are offered to individuals, businesses, HOA’s…anyone that wants to settle a dispute.  These services are offered free of charge.

 

Homeowner Forum

 

 

A homeowner asked about crime in the area. Du Bois reported that the way our off duty HPD officers track crime in the area was about to change.  A new section would be added to the web site so people can get on the IFCIA web page and see what is currently going on. It will be managed by one of the off duty officers and updated as needed. Du Bois added that last months report shows some stolen a/c units from vacant houses and vandalism.

 

Later in the meeting, another homeowner asked about how deed restriction violations were cited.  Grothues explained the process.

 

Approval of Minutes

 

Martin moved to accept as presented the minutes from the February 8, 2012 general session and executive session meetings. Du Bois seconded. Curry, Du Bois, Haynes & Martin voted in favor, Emerson abstained.  The motion carried.

 

Financial Reports

 

Martin reported that IFCIA took in over $35,000 last month and that 85 homeowners paid off their accounts. Martin also noted there were some larger balances paid off and that collections were going well.  Grothues added that there were four foreclosures this past month.

 

 

Management Reports

 

A.  Properties and Facilities Committee Report

Grothues  reported  that  Poli  DeLeon  mowed  some  of  the  HCFCD  lots  and  force mowed a few lawns as well. She also reported that a pool pump went out at the pool and has been replaced. Grothues noted that some of the HCFCD lots may need to be mowed again before HCFCD starts its mowing program in April.

 

B.  Deed Restrictions Committee Report

 

Pierce reported that 292 violation letters were sent out and 136 violations were cured this month.

 

C.  ACC Committee Report

 

Emerson reported that three homeowners sent in ACC requests. One was for a swimming pool on Arncliffe, one for painting on Brushwood and one for security bars on Green Falls. All three ACC requests were approved.

 

D.  Security Committee Report

 

Du Bois reported on security earlier during the Homeowner’s Forum.

 

E.  Communication Committee Report

 

Du Bois stated he was trying to purchase the domain name of www.inwoodforest.com but is having a problem getting hold of the current owner which is a contractor. The web site is not active and he was hoping to purchase it from them.

 

F.  Resident Relations Committee Report

 

The Yards of the Month for March were 7518 Deep Forest on the West side and

7546 Maple Tree on the East side.

 

G. Golf Course & Club House Committee Report

Old Business

 

 

Amendment of Deed Restrictions

 

Emerson stated he continues to review deed restrictions from newer subdivisions and is putting together a list of differences in the current deed restrictions for the various sections of IF for the Board to review. Emerson noted that some of the differences relate to fence heights.  Emerson passed out some proposed regarding fencing for the Board to review.

 

IF Vehicle Stickers

 

Du Bois reported that he has spoken with IFCOP and HPD and they both recommended ID stickers for all homeowner’s autos so that they could identify who belongs in the neighborhood and who does not. He also stated there were several types of stickers and he was also looking into getting samples of those for the Board to review.

 

 

 

 

New Business

 

New IF Signs

Curry presented an example of a new entrance sign to the Board. The example was single sided and the letters were raised. Several other ideas were brought up by the Board about getting lighting behind the letters or LED lighting somewhere on the sign to illuminate it. The Board liked the overall look of the sign but requested pricing with lighting.

 

2012 Pool Season Dates

 

The Board discussed operating dates for the 2012 pool season. They discussed opening the pool on Memorial Day weekend and then re-open it for the summer on June 2. Martin noted that the hourly lifeguard rate would most likely increase and that the contract would be ready for review soon.

 

 

NNWMD Meeting Room Contract

 

The Board discussed the Near Northwest Management District’s (NNWMD) proposed contract for IFCIA  to use a meeting room and office space at the White Oak Conference Center.  There was a discussion about the board’s access to the building.  NNWMD’s attorney confirmed that there was no need for IFCIA to carry auto insurance since the Association does not own an auto.  Grothues reported the possible meeting places were the men’s locker room or possibly the front lobby area if there was nothing going on at the time of the meeting. The cost to the Association is $10.00 a month and IFCIA will have a key. Martin moved to approve the contract, Emerson seconded and the motion passed unanimously.

 

Membership in GIP

 

Grothues brought up the renewal of IFCIA’s membership in GIP (Greater Inwood Partnership)  and  suggested  that  the  membership  be  renewed  at  the  $250.00  level. Grothues explained that GIP helps around the community by planting trees, weeding the esplanades, picking up trash etc. Du Bois moved to renew the GIP membership at the

$250 level, Haynes seconded and the motion passed unanimously.

The Board moved to Executive Session at 8:16 p.m.

Martin moved that the board approve the March 12th deeds violation list she submitted to them with a recommendation that these addresses be turned over to IFCIA’s attorneys, Du Bois seconded and the motion passed unanimously.

 

 

Collections

 

 

Martin reported that there are sixteen accounts outstanding that have balances ranging from $1,507.56 to $1,694.22.   Martin moved that certified demand letters be sent to the eight homeowners with the highest of these balances in March and that certified demand letters be sent to the next eight homeowners in April. Haynes seconded. The motion passed unanimously.
